What it does

Address-poisoning check before you send USDC on Base. Body {from, to}: scans the sender's recent Base USDC transfers for addresses that share to's first 4 and last 4 hex chars but differ, plus dust or zero-value transfers from them. Returns risk low/medium/high, lookalikes with counts and sample tx, seenBefore (have you really paid 'to' before), reasons, and honest coverage stats (window, % scanned, complete).
