What it does
Distinct from route/matrix: assigns jobs to up to four vehicles and orders visits at a common depot, reports arrival/wait/service/return times, capacity usage and unassigned jobs. Consumes caller travel-time matrix, including durations_s from HALOWERK route/matrix, avoiding a duplicate routing API or invented road data. Deterministic earliest-deadline cheapest-feasible-insertion heuristic; no global optimum or proof of infeasibility.
