A procedure for producing a time-stamped token-risk report: classifying holder accounts (excluding pools/vaults/burn/vesting from raw wallet counts), measuring concentration and linked-wallet clusters with evidence and confidence rather than assertion, verifying liquidity custody and lock mechanisms on-chain (not by marketing claim), decoding authorities/extensions/trading restrictions, and issuing a scorecard that exposes reasons and data gaps instead of a single opaque safety score.
